I believe H1b count will be below 150k from the next year if they heavily crackdown on multiple fillings. H1b scamming by consulting company will never go down until we have a strict law to punish h1b abusers.

Your assumption is wrong because if you don't work for that client now, but the client may require you from oct. First thing, no client will wait for that much longer time for any position unless he is filing a petition for the beneficiary. So third-party consultancy has speculative work, no legitimate business need to file the petition. on that basis, they outright deny all petitions.

Be aware of people who did multiple filling!! You are really screwed this time and people who did before they petition also will be scrutinized.

“The agency will reject and return filing fees for all unselected cap-subject petitions that are not prohibited multiple filings.”

This means immigration girl.
It means that they will be looking for petitions that are considered multiple filings and will keep the filing fees rather than returning them as not selected.

First thing for your BTech degree, send all 4-year mark sheet which will include your all courses and marks. This should be in English and if not then translate to English. And your yearly statement of marks should be stamped and signed by university respective dean.

H1B with i140 is now more scrutinized because it opens a gateway for another immigration benefit i.e H4 EAD. Current administration goal is to reduce job for immigrants and create more jobs for Americans. I believe I140 with h1b is more unsafe now.

Topic: my experience with RFE SO and Employee/Employer Relationship

The job description should come from the employer because the employer has recruited you. Your part is to fill detailed job duties with the percentage of time spending each of task under that job description. Anyone can write very complex job details to overcome this RFE, so it looks simple but actually isn't. One of the hardest parts is employer has to prove that he always hires a bachelor degree for that position and that position is always an industry standard. Most of the American company will prove this by showing their industry standard recruitment process.
